General Laborer

General Description

This position will need to have emphasis on metal handling (MCRD guardrail installation), concrete anchor installation (hammer drill), rigging materials with reach-lift (forklift certified or able to obtain), boom lift (man basket lift), safety and fall protection knowledge (or able to adhere), able to use grinder to remove metal handrails, concrete patch abilities, touch up painting and general construction knowledge. The Construction Worker or Laborer position will be a project only position with the ability to grow with our operation for the most qualified candidate or candidates.

Estimator

General Description

This position is responsible for developing accurate and timely estimates for both private and public sector works projects to ensure West Point is a responsive bidder.

Essential Job Accountabilities
  • Analyze and compile estimate data that impact the cost of labor, materials, equipment requirements, location and other factors to ensure a high quality and timely estimate.
  • Review drawings and specifications and proposed project site conditions; record findings and solicit input from field operations to include in final project estimate.
  • Analyze alternative solutions and construction methods to increase competitiveness of the bid.
  • Review take-off quantities to ensure accuracy of data used in estimates.
  • Utilize existing cost history to complete estimate.
  • Present estimate/bid to Senior/Chief Estimator for review to ensure accuracy and completeness.
  • Participate in estimate and bid reviews with Senior/Chief Estimator and Management to develop estimating skills.
  • Communicate with owners, subcontractors, public and private entities to ensure competiveness.
  • Communicate estimate bid information to field operations at pre-construction meetings to ensure understanding of scope of job.
Requirements
  • Bachelor’s Degree in Civil Engineering, Construction Management, Business Administration, or equivalent related work experience.
  • 2+ years of Engineer or Take-Off Technician experience.
  • Proficient with all MS Office products (Word, Excel, PowerPoint, etc.), AGTEK Take-off and Primavera Scheduling software.
  • Basic understanding of estimating software.
  • Basic principles of civil engineering.
  • Basic principles of construction.
  • Strong interpersonal and communication skills.
  • Basic understanding of (U) DBE requirements.

Senior Project Estimator – Vertical Construction

General Description

West Point Contractor, Inc., a commercial building and civil construction design-build firm, has an opportunity for a Senior Estimator based in either our San Diego, CA office or our Tucson, Arizona office. We are looking for an individual who thrives in dynamic work environments, and whose enthusiasm, creativity, organization, and winning attitude contribute to the success of high-performance capture teams. The Senior Estimator manages the estimating department and partners with the Proposal Team in the development of a marketing program and generation of new business opportunities that ensures maximum exposure to new business prospects. This is an exciting opportunity to work in a competitive small business. We are actively seeking a self-motivated and knowledgeable professional with proven vertical and horizontal project estimating performance.

Essential Job Responsibility

As a senior Project Estimator, you will prepare and/or coordinate complete estimates including analyzing specifications, proposals, takeoffs and other documentation. Contribute to competitive strategy development, participate in pursuit-oriented client contact when appropriate, and track and report results to management.

  • Lead capture teams in pursuit planning, issues identification and win themes, and the creation of persuasive proposals, presentations, and marketing materials.
  • Organize and coordinate the development of professional, well-planned and creative business solutions in response to client Request for Proposals (RFPs) and Request for Qualifications (RFQs).
  • Coordinate total estimating effort relevant to a particular bid/project as assigned
  • Review proposal specifications, drawings, attend pre-bid meetings, etc. to determine scope of work and required contents of estimate
  • Prepare schedules of projects being estimated
  • Organize estimating team to prepare bids, select vendors and/or subcontractors and determine cost effectiveness of projects to be bid
  • Perform Risk and Contract Management responsibilities as required
  • Review and incorporate historical data from purchase orders, subcontracts, productivity analysis reports, etc. into unit and man-hour figures
  • Prepare discipline estimates by calculating complete takeoff of scope of work
  • Consult with clients, vendors, or other individuals to discuss and formulate estimates and resolve issues
  • May review design options and recommend best solution based on cost, engineering quality, or availability of materials
  • Work with Company employees, owners and subcontractors to get commitment/consensus regarding proposed bids
  • Review list of work to be performed by subcontractors
  • Review final estimate and apply strategic cost factors if necessary
  • Monitor client changes and advise the estimating team of all changes in scope during the estimate period
  • Partner with other estimators to turn project over to production team
  • Follow awarded contracts as assigned – may include estimating extra work items, change orders, credits
  • Advise on major changes in scope of work.
  • Monitor actual cost to estimated cost
  • Upon project completion, conduct debriefing with estimating, engineering and production teams to discuss positive and negative aspects of the project
  • Maintain files of working documents as back-up for estimate figures, including current/accurate information on prices from suppliers and subcontractors
  • Conduct or assist Estimating Manager with performance reviews
  • Search and analyze options for most effective means and methods of construction
  • Understand best value approach to winning new work
  • Prepare bids, select vendors and/or subcontractors and determine cost effectiveness of projects to be bid
  • Set productive, consistent, and acceptable work example

  • Perform additional assignments per management’s direction
  • Support client development efforts working closely with Project Managers and Site Supervisors, office and area leaders, and marketing staff.

  • Mentor and train others in the firm on the appropriate use of available sales and marketing tools, techniques and systems.
  • Contribute to company marketing process improvements. Implement company branding initiatives that are already in place.
Requirements
  • Bachelor’s Degree in a related field from an accredited institution and 7 years estimating or related experience.
  • 10 years related experience if not degreed in a related field of study.
  • Minimum 5 years of Estimating for vertical renovation or new commercial building projects. (medical facilities, barracks, hangars, industrial buildings) between $500k to $15M
  • Experience with HCSS Heavy Bid Estimating software preferred
  • Experience with RS Means price data and software
  • Familiar with DoD and other government agency contracts.
  • Experience with P6 or other scheduling software
  • Experience in Bid-Build, Design-Bid-Build, and Design Build Projects.

Quality Control Manager

General Description

WPC Quality Control Manager is responsible for all Contractor Quality Control functions on construction projects. It is the responsibility of the Quality Control Specialist to maintain positive relations with all levels of the organization as well as the clients.

Construction Superintendent

General Description

This position is responsible for providing on-site “functional” supervision of projects (i.e. tenant improvements, structures, concrete, underground, etc.) or business unit.

Essential Job Responsibility
  • Supervise functional construction effort to ensure projects are constructed in accordance with design, budget and schedule.
  • Plan, coordinate and supervise and manage resources in order to make sure project objectives are met.
  • Supervise and direct field supervisors and other contractors to ensure productivity, efficient use of materials & equipment, and contractual performance of the project are met.
  • Assist project team in scheduling, developing, and implementing project procedures, working documents and standards to ensure project goals are achieved.
  • Interface with all on-site work teams (including subcontractors) as required, to resolve problems, ensure quality, safety, scheduling and achieving schedules in support of overall project objectives.
  • Recruit and hire qualified individuals to maintain high-performing teams.
  • Analyze training needs and opportunities and work with OD and EDI to ensure needs are being met.
  • Comply, understand, and support corporate safety initiatives to ensure a safe work environment.
Requirements
  • Must live San Diego Area
  • Must have High School Diploma or equivalency.
  • 3+ years in construction management and/or craft supervision experience (i.e. Foreman) in a similar field of construction.
  • Thorough knowledge of all aspects of construction (technology, equipment, methods); company policies, procedures and standards; and union jurisdiction, labor agreements, negotiations essential.

Carpenter Foreman

West Point is currently seeking a San Diego resident with at least 5 years of experience as a Carpenter Foreman.

As a Foreman, you will be responsible to plan, organize, schedule, supervise, and inspect the work of skilled and semi-skilled subordinates engaged in repair, alteration, and construction project work requiring the services of carpenters, brick masons, and other workers. Inspects buildings or other structures and items reported to be in need of repair; considers need for repair and estimated time and materials; requisitions materials and supplies. Establishes standards for safety and performance for subordinates and inspects quantity and quality of work against these standards. Lays out work as specified in drawings and blue prints. Maintains and reports material, labor, and time costs. Performs related work as required.

Site Safety and Health Officer (SSHO)

The Site Safety and Health Officer (SSHO) shall have completed 5 years of satisfactory experience in preparing and enforcing a safety program on contracts of similar size and complexity in the past, have a current FA/CPR certificate, have completed 30-hour OSHA Construction safety class or equivalent within the last five years and have documented an average of at least 24 hours of safety training per year for the past five years. QC management experience desired.
