Project Description

West Point Contractors, Inc. (WPC) has been a preferred contractor for the Tonto Forest Service since 2010.  WPC has had several contracts with U.S. Forest Service for both facility and civil improvements including an IDIQ contract for Roadway Construction, which is currently an open contracting vehicle.  This project was solicited to WPC as part of the American Reconvery and Reinvestment Act for the design and construction of the Needle Rock Recreation Area in the Tonto National Forest. WPC designed and installed several picnic areas, ramadas, parking lots, and three new restroom and storage facilities. WPC worked with wildlife observers and forest service staff throughout the project to monitor and protect endangered species living at or near the project site. WPC was also tasked with providing SWPPP plan which met the stringent standards of the protected waterway adjacent to the project. WPC recommended several layout changes for restroom and ramada locations, which enabled the project to successfully preserve the existing landscape and trees while meeting local and federal building specifications and ADA requirements. WPC worked closely with the client to understanding the project intent, and was able to achieve the project’s overall intent with excellent results.

Scope of Work

The project consisted of alterations and new construction, such as designing and constructioning work a half-mile section of roadway and water crossings, carpentry, road repair, roofing, excavation, painting, demolition, concrete masonry, and welding. Site work included constructing 1.75 miles of ADA-compliant walkways and trails, and installing channel bank protection, rip-rap, landscaping, and various site amenities throughout the areas. WPC also designed and installed 1.9 miles of barricade railing and heavy-duty industrial gates to prevent motorized vehicle traffic in protected areas.

Recognition

WPC received an outstanding CPARS rating from USFS including the statement that WPC was one of the “best contractors” Mr. Zero (the Project Contracting Officer) had ever worked with.  The project schedule was maintained and finished below budget with safety and QC management a driving factor for performance reviews.
