Water Reclamation Facility Administrative & Maintenance Buildings

Project Description

Completed in 2013, this $172 million water reclamation facility uses innovative wastewater treatment technology that produces the highest-quality effluent; prevents odors and maintains water quality and the environment for generations to come. West Point Contractors was proud to be a part of the project team on this important and expansive project for Pima County, Arizona. WPC acted as General Contractor for the Administrative and Maintenance Buildings to the CH2M Hill/Pima County Design-Build-Operate Team. WPC’s project scope included the construction of two commercial facilities (~15,500 SF) and the associated site work. The administrative, laboratory, and maintenance buildings were constructed of concrete tilt-up panels and CMU masonry. Landscaping, roadways, sidewalks, and site utility and masonry were also included as part of the project scope. The Design-Build-Operate (DBO) project delivery approach secured substantial benefits for Pima County. These benefits include long-term project operations and maintenance efficiencies, and cost savings beyond those anticipated using the traditional design-bid-build project delivery method with operational responsibility maintained by the County under its operations program. WPC was brought into the design-build process at 35% plans and managed the design-build to project completion. These facilities were built to LEED construction standards and achieved LEED Silver certification. The project included complete design-build services including architectural, electrical, mechanical, and fire life safety disciplines. CH2M HILL provided full environmental, civil and architectural design services for this project. The WPC team worked closely with the end users and the Pima County representatives to create new facilities with working environments that were both functional and warm. Design development included 35% design, 65% design, 95% design, and final “for construction” drawings and specifications. WPC performed constructibility reviews at each design stage and was integrally involved throughout the design process. WPC was involved in regular production and quality control meetings and performed all submittal reviews.
